I noticed it didnt pend when reached headquarters level 11 for 700 sb. Im on level 15 and I assume it would not pend. I noticed I didnt get pended for reaching headquarters level 11, and not sure if it will happen again when reaching headquarters level 16. I was trying for level 23 (ideally I'd have gotten to the next milestone ad well, 31, but that was a pipe dream lol). It was getting really hard to get enough resources and I was kind of over it. 17 is doable, probably. I know grinding "The Pit" gives you a lot of rare earth material to get all the character XP, and the other little events. Or also, since it's $50 sb reward to get to level 23, you can spend like $20-$30 to grind to 23 in speedups and resources, that way you'll at least profit $30-$20 for all your trouble that way you're not left empty handed ...
