So after trying bypass the fuel buffer module, it finally sunk in that the buffer converts the varying resistance/ground signal from fuel sender to a voltage signal, that goes to the gauge. So next step is remove cluster and figure out why the fuel gauge isn't grounded. The oil pressure gauge and coolant temp will reuse the existing sensors/wiring you will just need adapters for the 6.0 threads/ports. It is correct though that these 2 years of HD's did offer the 8.1, it was either that or you got the 6.5TD. Only 2 engine options those years, no more 7.4.

The other option is the E-rod which someone posted. The cheapest I have seen an LS3 e-rod is $9,100. The LT1 and LT4 are obviously much more. I know of someone who owned a shop that was doing the "gray area" smog checks that everyone seems to think is the way to go.
