Im using an i7 4790, RTX 3060 8GB and 16GB of RAM and have 60fps basically 99% of the time at 1440p. yes you can run it at more than 30fpd. to more sure you can research your CPU name plus "cemu" or "botw" in youtube and see recently uploaded videos to confirm. On cemu works fairly well. I have a i7-10700 CPU, Nvidia RTX 2060 with 32GB RAM. That's about as powerful a pc that you're gonna need to run BOTW at a smooth, constant 30fps. Otherwise, use Cemu.
