It's a str/arc weapon so in its 1h form it scales with mostly str and 2h it benefits a lot from arc. The "power-up" mechanic is in the 2h form. You can spin the wheel up to 4 times giving it a little more damage with each spin, but each spin drains more health.

It's great for the first four bosses, after which you have a few other options to experiment with. I started with saw spear.
