It's bugged out. Happened to me too. Leave the system and allow another fleet to spawn and retake the system, then enter as close to the portal as you can get and try to focus it down before the system control station dies. The Scourge also have a similar bug where I couldn't bomb the infested worlds unless it was under control of them.

I'm currently fighting the Unbidden, which summoned the other two. But the latter two have since lost their dimensional portals (didn't seem to have laid down any anchors).
