Not sure whether there is an option for the Matriarch, but in general that's how the game tells you when (roughly) you can take on the the beasts that only show a skull as their fleet strength - if you don't want to look at external sources, and don't have the necessary experience ...

Around 30k fleet power should work fine, unless maybe if your loadouts are totally crappy. 15k (maybe even less) are enough if you hard-counter it. It has no shields (only armor+hull) => use Plasma weapons. It has only anti-armor weapons => use only shields. the ecu does not have a big workforcer of workers to buff, most jobs are specialists, and the +50% authoritarian ethics on what is hopefully a big world is not a good thing for utopians. and far outweighs the 5% to worker production.
