Because killstreaks need to be used only on the most expensive thing you can get in that slot. Anyway, sometimes killstreak effects will fail to be seen to the owner of it. Other people will see it. No but generally people tend to match value, you don't put rims on a junker:P. A junker would be a normal scattergun.

Personally, I don't see any additional value in killstreak weapons. They're not worth it for me. You can try uncrating for them if you'd like, as you do have a very low chance of unusuals/Pro kits. It's better off to just buy the kits yourself, or the fabricators and craft them for Specialized/Pro kits.

A whole new take on a strange part, instead of counting how many kills under a certain condition you get, this part would track and update your highest killstreak with that weapon and that weapon alone.
