You should be able to push the draft control lever down. It should sort of snap into place and stay there. Up for most 3 point work, down is mostly for plowing. The other knob is the flow control. It adjusts the speed that your 3 point raises. You hardly ever use it.

The reference to the control rod is the rod that goes from the lift mechanism to the control rod eylet on the hydraulic pump and not the touch control which should be about 2" from the top of it's travel in the quadrant to adjust the "draft" mode.
