EDIT: Thanks to a redditor. I found a way to fix this. This bug happens if you do the quest called "The Gift" and if you get the quickhack chip but then dont finish the rest of the quest. But, these items with the exclamation mark also cannot be removed from your inventory even by putting them in the stash. But they still take weight to carry around. Also, they clutter the inventory.
