Scavs will often run away or instantly go prone if you shoot near or at them. None of this is guaranteed but just a guideline. Identifying scavs with audio: Listen to how they walk. They will never jump. They will never run,walk,run,run,walk in quick succession like a PMC might. Scavs are more predictable. First - the number of players should be reduced, from 10-12 to 8-10. And second - those Ground Zero quests should be available simultaneously with old starting quest (e.g. Debut, Shortage, Supplier).
