Ah, sorry, I'd misread your post. If you've forgotten/lost both your password and security key, phoning support is probably your best bet. You could try emailing them, but they apparently take quite a while to get back to you. Although I've not needed to call support myself, I have at least heard good things about it.

I've switched phones a couple times during the course of playing SWTOR and removing/replacing the authenticator is super easy as long as you have access to the email associated with the account to do a one-time password in between removing the key app and adding a new one. You don't need to call support at all.
