I did this once and it took a 3/4" breaker bar and 4' of pipe to break them free. The washer will form around the castle nut locking it in place. 120 ft/lbs is sufficient.

This has a lot to do with the aluminium compressing at the face of the 60 degree taper. I'm familiar with automotive disk brakes and tightening the castle nut, then backing it off until you can insert a cotter pin.
