Personally I think her loyalty and culture stuff meshes better with the French ability of bonus tourism and wonder production. England Eleanor is broken. Half priced harbors are amazing. Discounts on industrial zone buildings are also really good. Extra yields from all buildings with power makes her pretty versatile.Imo Civ 6 is more complete without xpacs than 4 and 5 were but that is my personal feeling. The era points mechanic is nice in Rise and Fall but it's nowhere near a must have IMO.
