The Enclave flamer drops with a fixed configuration with few mods available for it. Basically, the mods includes scopes and flamer barrels. There is a prime plan for the receiver, but that's it for plans. So, you basically need the Enclave Plasma Rifle to drop with a Reflex sight and that is the most sought after version.The sniper barrel was better than the flamer barrel anyway, both powerful and ammo efficient, the normal auto barrel on either plasma rifle is just a waste of ammo, so nice that commando users finally get a decent energy weapon! This is a huge change for Rifleman and Gunslingers.To add to that, the Flamer mod can only be found at the two Watoga vendors, but other vendors can have mods for the Enclave Plasma, potentially only the NVGs.As for the Enclave Plasma Rifle Flamer mod, there is an even lower drop rate with it already on the Enclave Plasma Rifle from Dropped Connection. You can get the rare random mod from the BoS vendors at White Springs, Watoga, loose mods around the Cranberry Bog, and from Cop-a-Squatter. Again, this is a very rare mod and it doesn't drop as a plan.FYI I server hopped for 12h today, going to all vendors in the area of watoga including rezin. I found about 7 mods like enclave sniper or wave tuner mods and some duplicates. Im pretty sure I didnt find any mods in any place except watoga station or super duper mart. Finally I found the aligned flamer mod at the super duper.....

Enclave flamer uses Rifleman perks. You're gonna need the Rifleman perks for it due to some bizarre FO76 logic. AA if you’re not bloodied. But bloodied does the most damage.
