Created a new default corpse pile. Deleted any other one. Made sure every single dwarf can haul. Nothing. Then assigned the hauling job to all of them and made it so its the only job they can do. All workshops have some non-pathable tiles, and statues and archery targets are also non-pathable. If an item lands in one of those tiles, your dwarfs cannot get to the item and you need to deconstruct the building.
