The only real way to slow a kart down is through gearing. You will have to gear lower for a slower speed. You will have more torque though.

With the governor taken out of the equation, your throttle cable spring can hold the throttle closed; then adjust your idle screw to open the throttle just enough to hold a steady idle rpm.
