From everything I can find is that it's a bug that randomly hits people and they just have to wait until the bug decides to leave so they can play normally. You'll know you're clear when that "XP RECOMMENDED" tag leaves your weapons. Mine fixed itself earlier today in-between games of DMZ.

Played one game this morning, after that its been 5 hours not being able to equip a loadout that i want. Its stuck with no weapons, smoke and semtex. Field Upgrades, Insured Weapons, and contraband weapons all dont stick when i load them in.

If you rebuild/retune the gun from scratch and put on the 45 mag (no blackout rounds) and then place it in your backpack and leave the main 2 slots empty, you can load in with your insured gun.
